Ghana opened its borders to all Africans on April 2. Twenty days later, Ghana’s Foreign Minister was on the phone to Pretoria about videos showing Ghanaian nationals being attacked in South Africa. The pan-African welcome is real. So is the gap between the welcome and the continent it is being extended into.
